Gov. Gavin Newsom this morning will unveil a revised version of his administration’s budget for the upcoming year. Let’s just say it’s not expected to be rosy. The big question is what will and won’t get funded in the quest to balance the budget.

California's governor called upon the state's cities and counties to ban homeless encampments this week, even providing blueprint legislation for dismantling the tents lining streets, parks and waterways throughout much of the state.

The governor's plan prohibits persistent camping in a single location, prohibits encampments that block sidewalks and requires local officials to provide notice and make every reasonable effort to identify shelter.
