The El Paso area was slammed by flash flooding late Tuesday evening, Aug. 12, particularly hard hit was the Kern Place area near UTEP. El Paso Fire is also reporting cars stranded by floodwater in West El Paso near Porfirio Diaz and the Eastside near Rojas.
